Coinbase signals EU, Canada, Brazil, Singapore and Australia as priorities

The crypto exchange’s focus on non-U.S. markets is part of a next phase in its expansion plans, said the firm.

Coinbase has flagged several countries outside the United States where it intends to focus its operations in the near term, citing their comparatively clearer crypto laws.

In a Sep. 6 blog post, Coinbase’s international business VP, Nana Murugesan and international policy VP, Tom Duff Gordon, marked the European Union, United Kingdom, Canada, Brazil, Singapore and Australia as “near-term priority markets.”

The pair said the countries are “enacting clear rules” and Coinbase would focus on “acquiring licenses, registering, and establishing and strengthening operations” in them.

“Every part of the world is seeing progress on crypto-forward regulation — except for the U.S., which is opting for a ‘strategy’ of enforcement of existing rules and new regulations through the courts,” the pair wrote.

They added the country is “sidelining itself” on crypto regulations which puts at risk its influence over the space.

“We’re committed to helping to update the global financial system and providing more economic freedom and opportunity, and won’t stand idle just because the U.S. is,” they wrote.

The crypto exchange faces regulatory action in its native U.S. — with a lawsuit from the Securities and Exchange Commission accusing it of selling unregistered securities and operating illegally.

‘Go Broad, Go Deep’ goes phase 2

Coinbase’s new priority markets are part of the second phase of its expansion plans — which it dubbed “Go Broad, Go Deep.”

It outlined its plans to establish partnerships with global and local banks and payment providers to expand its fiat ramps along with assuring its governance systems are compliant.

Its lobbying and visibility efforts will also intensify ahead of the EU elections next June.

It flagged plans to engage with the G20 aiming to create global crypto standards and will keep a “scorecard” on each country's crypto regulatory progress.

Coinbase is seemingly focusing its G20 lobbying efforts on Brazil — set to take the G20 chair in 2024.

In March, Coinbase expanded its offering in Brazil and according to the blog post co-founder and CEO Brian Armstrong will visit the country later this year “to engage with key decision-makers and stakeholders.”

OKX seeks Australian expansion citing ‘huge appetite’ for crypto

The exchange's chief marketing officer believes Australians are above-the-curve when it comes to crypto education and interest.

Seychelles-based crypto exchange OKX has signaled its intention to expand its crypto services to Australia, a country it believes is primed to take on the next wave of crypto adoption.

The trading platform explained in a March 29 statement that Australia would be a key growth market for the firm moving forward. The firm states it provides services to over 100 countries. In July 2022, it secured a provisional license in Dubai.

"We see Australia as an indispensable part of this strategy and a key growth market. With such a strong uptake of crypto in Australia already, we're committed to the local market and aim to build a strong local office,” the firm wrote in a statement.

Haider Rafique, the chief marketing officer of OKX told Cointelegraph that the decision to expand "Down Under" was driven by a “huge appetite” of Australians for more crypto investment and trading products:

“What I’ve interestingly found over the last 5-6 years is that Australian retail investors certainly show a huge appetite for exploring crypto as an investment vehicle and also for trading. When I came to OKX, I certainly saw that in terms of web traffic and people from Australia trying to explore OKX services.”

Rafique believes Australians are above-the-curve in terms of crypto education, which he hopes will make OKX’s move into the market all the more smooth.

“They’re pretty familiar with crypto, the value of blockchain, the promise that it holds in the future, and I think from us as a company, it makes it really intriguing for us to extend our services in this market,” he said, adding:

“I think the value creation we can do for Australians will ultimately lift all boats.”

A September 2022 survey from Australian crypto exchange Swyftx found that about 1 million Aussies are expected to enter into crypto for the first time within the next 12 months, which represents about 4% of the country’s population.

Rafique said he was also impressed with Australia’s crypto startup scene.

It is understood that the trading firm has not yet registered with AUSTRAC, the licensing regime required to offer cryptocurrency services in Australia.

OKX was not in a position yet to share where the Australian office would potentially be located or how large the team would be. OKX currently employs over 1,750 staff, according to LinkedIn.

OKX is in the process of applying for a Virtual Asset Service Provider (VASP) license in Hong Kong too, Rafique confirmed.

The expansion plan into Australia and Hong Kong comes as OKX recently announced plans to cease its services to Canadians in June.

Coinbase met with Australian banking regulators over local crypto regulations

Coinbase's vice president of international policy told Cointelegraph the meetings took place in Canberra and Sydney and touched on the government’s token mapping efforts.

The Reserve Bank of Australia (RBA) and Treasury have been holding private meetings with executives from Coinbase, with discussions revolving around the future of crypto regulation in Australia.

Responding to Cointelegraph’s request for comment, an RBA spokesperson confirmed recent reports that these private meetings had occurred, stating that Coinbase met with the RBA’s Payments Policy and Financial Stability departments this week, “as part of the Bank’s ongoing liaison with industry.”

Tom Duff Gordon, Coinbase’s vice president of international policy who was reported to have been flown in for the meetings, also confirmed to Cointelegraph that meetings took place with Treasury in Canberra and Sydney.

Gordon said that the meetings touched on the government’s token mapping efforts, and Coinbase also “shared insights on global best practices concerning licensing and custody.”

The Australian Treasury's token mapping exercise was announced on Aug. 22, 2022, and is aimed at categorizing digital assets in a way to work them into existing regulatory frameworks.

A consultation paper was released by the Treasury on Feb. 3, for which the Treasury sought feedback from the crypto industry.

Gordon praised efforts from the Treasury, noting that “The Australian Treasury teams continue to impress us with their high level of sophistication and active involvement,” and adding:

“The Australian Treasury's token mapping exercise provides one of the most detailed and thoughtful papers we have encountered on the topic, setting a strong foundation for their forthcoming draft rules for crypto exchanges and custodians.”

Gordon expressed his desire to see the rules “later this year,” adding that he appreciated “the Treasury's comprehensive groundwork.”

In contrast, Coinbase’s co-founder and CEO Brian Armstrong has been critical of the approach to crypto regulation in the United States, echoing accusations that the Securities and Exchange Commission (SEC) is “regulating by enforcement” and claiming that the SEC wants firms to register with them despite there being no way to register.

Documents recently obtained by the Australian Financial Review under freedom of information laws suggested that crypto legislation in Australia could be dragged out past 2024 and beyond, however, as final submissions to the cabinet are not expected until late in the year.

Coinbase expanded to Australia on Oct. 4, 2022, with Coinbase’s vice president of international and business development — Nana Murugesan — telling Cointelegraph at the time that it was “very impressed with the open door that we’ve received in Canberra and with different policymakers.”
